Crippli Trade Bill - Should Be Defeated ~= - The Senate Finance Committee has: sent to the floor Democratic Senator Kenr’s thoroughly unacceptable’ ver- sion of thé House-passed bill to extend the Trade ements Act. The Administration proposed five year extension was cut to three and crippling amendments were added to the bill. The most serious one would require the President to accept the tariff increasing recommendations of the Tariff Commission unless.” Congress by a majority vote supported his position. Fe & . The House amendment would per- mit Congress ‘to overrule the Presi- dent’s decision in escape clause cases by a two-thirds vote. But the Senate amendment would put the burden on the Executive Branch to fight for support of its own rulings. . A basic principle of reciprocal trade philosophy is to remove it. from congressional log rolling. It was felt that the President representing the whole nation, . would have a larger view of the problem than would Congressmen who necessarily represent local interests. x * Sen. Kxrr’s amendment is a back- . ward step toward protectionism and would hamper expansion of foreign trade. Senators who tried to save the Administration bill were Repub- licans CaRLson, Kansas, and BENNETT, Utah, and three. Democrats, Byrn, Virginia; Dovatas, Illinois, and Gore, Tennessee. Those who opposed were Republicans Martin, Pennsylvania; WrtiiaMs, Delaware; FLANDERS, Ver- mont; MaLong, Nevada; Jenner, In- diana and two Democrats, Kerr, Oklahoma and Lona, Louisiana. * .x Testifying at the hearings, A. B. Sparsoz of Minneapolis, vice-presi- deft of: Pillsbury Mills and official representative of the U.S. Chamber of Commerce, said: “As the world’s greatest trad-. ing nation, the U.S. has a tre- mendous stake in maintaining the most effective negotiating authority and bargaining power Possible. Last year U.S. exports were valued at $19.5 billion and imports $13.2 billion. It has been officially estimated that 4.5 million workers in the United States are dependent on foreign trade for their jobs.” Five year extension also is needed to strengthen negotiations with the new European Common Market and to protect our export industry against any tendency from that source to raise higher tariffs against our goods. The bill can be saved on the floor of the Senate if a majority .of Republicans give it their sup- port and if Majority Leader Johnson can line up the Demo- crats behind a policy which has more than doubled -our world trade since the end of World War II. , ae Trinidad Base Issue Appears to Be Settled A committee representing Britain, the West Indies Federation and the “United States reports that-it is not. to the best interests of anyone that the United States abandon its naval base at Chaguaramas, Trinidad.
