Carlson’s Advice In his Lincoln Day address here Sen- *ator Cartson of Kansas wisely empha- sized the importance to Republicans of enacting a forward looking program. After praising the Administration for its achievements so far, the Kansan outlined‘ for his Northwood Inn audi- ence what he thinks the E1isrnsowzr program must be. This, he said, in- cludes: . 1. A foreign policy which neither “barricades itself on its own shorelines nor attempts to defend alone every free nation...” 2. Tax reduction and budget balance with the aim of ensuring -its just share of the national in- come to agriculture, labor and industry. 3. An administration “with honor and integrity at home so that we may exert a powerful influence for peace in the world.” 4. Stop a socialistic trend and re- establish the free enterprise system's full operation. . 5. Continue adjusting to a peace economy with the least dislocation pos- sible. This is fundamentally sound Republican doctrine. We believe with Senator Carison that if it is followed this session, the voters _ “wil elect a strong Republican Congress this fall. More US. Judges Assured. are so overloaded that years before a case can be brought to trial. Other provisions of the bill may speed retirement of some judges. Henceforth a Federal judge may retire on full pay at 65 after serving 15 years. The pre- vious rule permitting retirement at 70 after 10 years service is retained. * * * Lifetime appointment of the new judges will be made by Presi- dent Eisenhower and confirmed by the Senate. Unless previous practice is abandoned, Senators Ferguson and Potter will have much to say about the two Michi- gan appointments. The same situation will prevail in other affected states. Because the need for additional judges is so acute and has existed so long it is in the public's interest that no time should be lost in making these appointments. Time to Stop It Our guess is that President Eisen- Howgr won't be criticized for sharing an opinion of his predecessor against ~ the minting of commemorative coins. Among the bills so far passed by Con- gress in the second session, three pro- posed such coins. Authors of the bills wanted to commemorate the anniver- saries of the Louisiana Purchase, New York City and Northampton, Mass. But the President quite properly vetoed all three measures. We not only think these vetoes wise but agree with one critic who said that about all commmemora- tive coins have been good for is to make profits for coin dealers. This surely is a good time to abandon a tax wasting practice.
