Summer Is Normal,
’ Weatherman Repeats} *
This, friends, is a “normal summer” for us.
(The weather's the subject uhder discussion.)
W. W. Oak, meteorologist in charge of the Detroit
Weather Bureau is reiterating his former declaration.
His attention was directed to the story from Washing-
. ton which said “northwestern United States and the
Great Lakes have been consistently cooler.” He con-
cedes that this is true for the general area but not |
for the particular sector where we live.
. * * *
“The temperature for us has deviated less than —
half a degree a day from normal and that includes
everything through last Friday night,” says the
Historian of Rain and Sunshine. “Rain in August
was 6.53 against. an average of 2.62. This is an
excess of nearly four inches for the one month,
and a great share of this fell in one violent s
This is an excess of 4.44. - ‘

“The average temperature for August was 71.2 and
71.3 is normal. You can’t come any closer than that,”
says the Head Man.
Mr. Oak, you're right.
You can’t come any closer,
* * *
“Those who think we have deviated far from
normal are probably remembering last year,” he
continues, “This is a very human trait and an
| error we all commit. Last summer our tempera-
) ture averaged more than three degrees above nor-
| mal and we were 5.41 inches deficient in rain. “We
had a ‘dry’ summer, but it wasn’t average or
normal. This summer has been “average ‘or
normal’.”
a. 2:
August's heavy rainfall in 1956 brought the tota) for
the year to 26.02 against a normal of 21.58.
“TI have been working at our Weather Bureau exhibit
at the State Fair,” said the Sage of Sunshine, “and
several readers of your paper stopped by and com-
mented on your weather stories.”
We're giad they're interested.
And with that, we dismiss the 1956 weather — well,
at least until tomorrow.

PICTURE FOR A JUNGLE AFTERNOON—
Sad of eye and somnolent of expression, this

world go by from behind the bars of his cage.

THANKFUL FOR LIFE
Through solemn religious serv-

Governor Williams said the
idea “isn’t something I got in
an ivory tower.” He said it
originated in a conversation with
small businessmen in Cadillac,
who told him they appreciated
the services now offered by
Michigan State University but
added they should be expanded.
The proposed service, he said,
could provide small businessmen
with market reports, indications
of profitable fields for expansion,
and aids in developing sound busi-
ness practices.
He said the Office of Price Ad-
ministration in World War II had
forced some businessmen to keep
books for the first time.
* * LJ
“Our present thinking is that
regional offices should be set up,
to give businessmen in each area
of the state the kind of help and
counsel which has meant so much
to farmers under the county agri-
cultural agent program.
‘These regional offices should
be tied together under a Small
Business Institute, which would
conduct research into the special
problems of small businessmen.
“The Institute could be operated
in conjunction with the school of
business administration either at
quest, have submitted plans and
tentative first-year budgets for
such an agency. We are now
istudying these plans. Whatever
plan finally emerges will be drawn
up with the advice and counsel
of representafive small business-
men
“There are other ways, of |v
course, in which Michigan can)
foster small businesses and new
® businesses. Some 28,000 small
business firms are now getting
what I would call a tax clipping

compensation law.
“A recent bill requires these

od that when the legislators return
to Lansing on the 19th of Septem-
ber, they will act favorably to
relieve these little businessmen.
“"t they do not, then I think
we should.all get together behind
a move for such relief at the
next session in January.”
The Governor emphasized — he
does not think this is the only or

lems of small business, but he
said he feels if the universities
act on it, it may lead to other
answers, a
He said some Europeans believe},
there is no place in a modern
economy for small business, but
he doesn’t think Americans are
“ready to go tor the idea of
cartels.”
He said he does not decry big
business, and emphasized that it
plays a vital rok in the American
economy.; But, he said, small
business is equally vital and must
be protected and encouraged.
The Governor again thanked
Pontiac Rotarians for his invita-
tioh to address them.

2 Drowned Marines
Wash Up on Okinawa
NAHA, Okinawa (— Two bodies
were washed up on the beach to-
day where 11 U. S. Marines
drowned in an unexpected under-
current yesterday. "
Interruption of communications
with rentote “North Camp,”
where the drownings occurred,
prevented any report on whether
the bodies were identified. The
U. S. 3rd Marine Division said,
however, that helicopters and men
of the 2nd Battalion, 9th regiment
were continuing patrols in the
hope of finding more bodies.
A preliminary report said the
drownings occurred in waist deep
water when the men went for a
swim in their shorts after a hot
day of work and field problems.
* = *
The beach was often used as a
bathing spot by the men, Experts
on water currents said, however,
that the unexpected undertow may
delegate from Nebraska. He said,
he did so to show that the conven-
tion was open.
