Port Huron’s Rep. Harry J. PuILuips, chairman of the House Ways and Means Committee, now considering the budget item, is reported lukewarm to the expan- sion. In addressing the Port Huron Chamber of Commerce he proposed that any additional patrol service be provided at the local level. * * * In other words, he would ask boards of supervisors in Michigan's 83 counties to authorize additions to sheriff's staffs. But as was re-emphasized by last year’s Michigan traffic toll of 1,925 killed and 57,300 injured, greater highway safety is a State and not a local problem. Moreover, the task of enlisting virtually impossible. The Press believes the idea of having State Police supply the needed addi- tional manpower is far more log- ical and in the long run would be less expensive. * * x Considerable difference exists as to the number of men needed. State Police Commissioner CutLps puts it at 150 and has the backing of the Michigan High- way Safety Seminar. Governor Wr- LIAMS suggested 100. But the Ways and Means Committee is said to be con- sidering the addition of only 50 men in 1954. Safety experts point to the fact that a definite relation exists be- tween highway patrols and the accident rates. Accidents are more numerous where patrols are inadequate than in heavily pa- trolled areas. . What the people of Michigan want is the additional safety adequate highway patrol would provide. ‘The Legislature should have no trouble in determining the number of men needed for that purpose. Opportunity Expands Economic opportunities for Negroes are expanding steadily throughout the country. Latest evidence of this is the , acceptance of Negro physicians into active membership in medical societies in the South as well as in the North. The first Negro physician to be given active membership in the. Pinellas County Medical Society in Florida was inducted only two years ago. Recently this society inducted its fourth Negro mem- ber at a meeting addressed by the dean of the medical schiool of the University of Florida. Recognition and opening up of eco- nomic opportunities for the members of minority racial groups is not only a fine thing for those groups. It is also a@ practical step toward a healthier America. U.S. “Know What” One of the reasons for the great prog- ress made in this country in the fields of science and industry is the willing- ness of business and Government to spend money for “know what.” “Know What” is just another term for the research which be- gets know-how on which Ameri- can government, business and industry have spent $30 billion since 1941. Quarterly, Government, industry and nonprofit institutions invested about ; ; « | ee, or . ————— at Pear, to m $4 billion in this activity. The Govern- ment alone will provide more than half that amount in each of the next two fiscal years. It is a sobering commentary on the state of international affairs that military research accounted for most of the $30 billion. As a result the major part of the re- search burden has shifted from industry to the Federal Govern- ment. * * * A little known but important fact is that more than half the Federal funds spent for research are used to purchase research services from industry. Less than one-third is spent at Federal facili- ties. The rest is distributed to non-profit institutions such as colleges, universi- ties, hospitals and independent research groups. * * * For example, during 1952 a total of $6,110,000 in Federal re- search funds went to nine non- profit organizations in Michigan. President EISENHOWER was on solid ground in calling research “our surest promise of expanding economic oppor- tunities.” His statement indicates that the Administration places a premium on scientific development as prosperity in- surance. —— “A MAN shouldn't marry a girl who doesn't keep appointments punctually,” asserts a psychologist who must be a proponent of race suicide. The People’s Business Election Jitters GOP Antics in Legislature Reflect Leadership Lack By JACK I. GREEN LANSING (#)—If you are confused by the antics and twirls of the Michigan Legislature this year. remember this: Republican lawmakers have the worst case of election jitters in years. For the first five years of Gov. Williams’ administration, the Republicans in the Legislature tried to act as if he didn't exist. They went along happily manufacturing nice issues for Williams to use in the next campaign—and use that, to a large degree, the voters will judge next fail's candidates on the record of the party made in the Legislature. , That explains why the Republican Legislature, especially the Senate, has been gyrating so wildly this year. Republican leaders in the Senate are most anxious, almost-frantic, in fact, to hammer out a good record this year which will rob Williams of a lot of talking points in the fall campaigns. The leaders, especially in the Senate, are who controlled the have somewhat more and are must In other words, it is a compromise between the liberal and conservative wings of the party, satisfactory to neither but not bad enough to be entirely rejected by either. By the same token, it is not satisfactory to labor. The question to be answered in November is whether ft is tao unsatisfactory to labor—or whether Williams can make it look that way. It is no secret that Republican leaders decided they had pulled a political boner by killing the first bill and went fer it a second time for purely political reasons. They didn’t want Williams saying they were so beholden to big business lobbyists they were afraid to pass the bill. : Of course, certain lobbyists contributéd to its passage by their stupid, fumbling tactics. They so angered some lawmakers that they insured its passage as a revenge measure. No session of the Legislature in many years appears to be so lobby-ridden as the 1954 session. This is different from most labor | disputes, but no less intense. Fed- ‘eral workers can't strike against the government, so Congress will make the decision. David Schine as submitted to several senators in response to their request on whether he had been accorded preferential treat- ‘T ment follows: 1. — Mid-July, 1953 — Maj. Gen. Miles Reber, then chief of Army legislative liaison, received a phone call stating that Senator McCarthy desired to see him. He went to the senator’s office and Senator McCarthy there informed Gen. Reber he was very interested in securing a direct commission for G. David Schine, a consultant to the Senate Permanent Subcom- mittee on Investigations, on the basis of Schine’s education, busi- ness experience and prior service with the Army transport service. During the meeting Roy Cohn, chief counsel of the subcommittee, came in the room and empha- sized the necessity for rapid action. 2—17, July, 1953—Schine called the Office of Chief of Legislative Liaison, Department of the Army, and asked whether he could come to the Pentagon that afternoon and “hold up his hand.” He was advised that it would be necessary to submit an application for a commission 3—15-30, July, 1953 — Schine's was considered by the chief of transportation, the provost mar- shal general and the command- ing general of First Army. Paul H. Douglas (D-Ill) cocked a legislative haymaker today aimed at “influence peddlers” inside and outside government and requiring all upper-bracket federal officials to disclose their income and finan- cial dealings. He announced that he and Sens. Wayne Morse (Ind-Ore) and Hu- bert Humphrey (D-Minn) will jointly introduce an omnibus “‘hon- esty in government” bill next aweek. It would hit members of Con- gress along with government de- partment officials and business- men themselves.
