James Goulette _(R-Iron Mountain) says a recent change in the unemployment compensation law has roiled a lot of small employers. x*** He predicts their vexation will be taken out on Gov. Williams at the polls Nov. 6, even though the responsibility rests with - Congress and the national administration. The change, adopted by the Legislature in 1955 and effective this year, extended unemployment compensation coverage. x*«rk It brought under the law, and made \gubject to a state payroll tax of 2.7 per cent, businessmen with between four and eight regular employes. Before, only those with eight or more employes were covered. Since Jan. 1, the effective date of the change, some 13,300 small employers have registered and formally become liable, bringing the total number of Michigan payroll taxpayers to about 45,500. MORE EXPECTED The Michigan Employment Security Commission expects another 15,000 to sign up by the end of the year, many of them filling station operators, druggists, grocers and others in the service field. x*x* * Goulette sees a political disadvantage for the Democrats, especially in outstate areas, because of the timing of the tax coupled with Gov. Williams’ proposals for boosting jobless pay benefits Goulette said that while the pock- etbooks of many small businessmen still were stinging from the first bite of the new tax, due April 25, they read about the governor's desire to hike payments—and taxes.
