MEMBER OF AUDIT BUREAU OF CIRCULATIONS SATURDAY, NOVEMBER 12, 1955 ‘Spirit of Geneva Dealt Hard Blow by Molotov There shouldn't be any doubt as to who is responsible for the near fatal blow dealt the so-called spirit of Geneva at the Big Four Foreign Ministers Conference. . ; Russia’s V. M. Mototov indicted himself as the guilty party when on his réturn from Moscow he flatly repudiated the directive from the summit conference, That directive called for the reunification of Ger- many by means of free elections and within the framework of a European security pact. / * * * ‘ ‘Phe Soviet foreign minister re- insisted on his own plan which would sidetrack German unifica- tion in favor of a European secur- ity plan which would wreck all Western defense arrangements. Russia’s spokesman was equally intransigent in his attitude toward the other items on the agenda, the Iron Curtain and disarmament, and the deadlock now appears complete. As is the old Russian custom, he showed no interest in settling any- thing except on his terms. x 2 .« In some quarters Mototov’s. position is taken to mean that Russia dares not even imply any relaxation of the iron grip in which its satellites are held. Be- cause it is a system maintained by force, any suggestion that it could be. altered by free élections the Kremlin will ‘not Se Despite this shock to the Geneva "spirit, there are at least two advan-— tages for the West in this disappoint- ing situation. When the conference curtain drops, responsibility for fail- ure will fall inescapably on Russia. In addition, it will be clear to every- body in West Germany that neutral- ism amounts to dangerous compro- - mise with the Communists. Eee FBI Chief Sees Danger in Apathy Toward Crime. ‘Probably no.one knows more about crime in the United States than FBI Chief J. Enaan~ Hoover and he is alarmed by what he considers na- tional indifference to it. Basis of his concern is the fact that since 1950 our population has increased only seven per cent while crime has jumped 26.7 per cent. Calling crime a national dis- grace, Hoover predicted in an article written for the North American Newspaper Alliance, that it will increase in the next 10 years by 22 per cent. In the same period he points out the population will grow only 15 per cent. - © * g the facts of the situa- _ ton Hoover said that in the first six months of this year a major crime ‘was committed in the United States every 13.9 seconds. In an average day there were 35 murders, 255 felonious ts, 51 rapes, 3,714 larcenies, 607 During his press conference there the leader of the revolt which ousted Guatemala’s Red regime told newsmen he wasn't afraid of what is left of the Com- munists, In fact, he said if he hadn’t been confident of the sta- . bility of “my government I would — not have made my two week trip to the United States.” *& 828 President CasTILLE ARMAs and his wife, Dona Opitia, are touring the country as the Nation’s honored guests. Besides New York and Detroit stops, the trip was highlighted by a visit to President Esssnnowrr in Fitzsimons Army Hospjtal at Denver. President Castillo Armas: has earned the warm welcome he has received here. In the 16 months since he took the helm in Guate- mala much has been accom- plished. He has restored a measure of political and economic . stability and, as a result, has won - confidence both at home and abroad. : : fiw 2 Among other things he has fos- tered growth of schools, promoted highway construction, and agri- cultural reforms and restored work-— ers’ guarantee, CasTILLO ARMAS was frank in saying he came here to strengthen U. S.-Guatemala ties of friendship. There is every indication that his mission is successful. The People’s Business Hospital Hassle Politics and Pride Keeping State Problem Unsolved By JACK 1. The word Stewardship has be- comme prominent in church lan- guage in recent years as the result. of a new emphasis on an ancient religious teaching, which says that man does not actually own any of the material things he customarily calls his possessions but only takes care of them for God, who made everything and therefore owns everything. This principle, to all who be- fief In God as Oreator, must apply to a man’s money as well as to all other property.
