GATES Keep These Proven Administrators on Your City Commission An examination of the records of these men will show them competent, capable commissioners. Men whose interest in conservative, good city govern- ment has brought about many improvements in our community, it's welfare and it’s services to the citizens. The drafting of plans, expansions, capital improvements and efficient operation of every department has been of utmost concern to these men during their terms as commissioners. They have fostered and fought for the kind of administration that provides carrying out these objectives to the fullest extent with funds and materials available. In a very important respect this is an unusual primary. The 29 men seeking the 14 nominations make up the largest field of primary candidates in the city’s history. * * * This indicates an extremely healthy interest in municipal affairs. It also means that the voters in six of the seven districts will have a wide choice of candi- dates. . In District One there are only two candidates for the two nominations and these, Dr. Roy V. Cootzy and Reusen LoPatrxr, automatically qualify for places on the election ballots. * x, * Finally, it is important that there be a heavy turnout of voters. Experience shows the larger the, vote the wiser the decision. Voting is the good citizen's duty. Don't neglect yours. Dondero Bill ~ Recently, the House of Representa- tives passed the Dondero Bill to increase - the fee for validating applications for passports from one dollar to three dol- lars. Certainly the Press goes along with this type of thinking. Any- one from this area or any place im the United States who is con- templating foreign travel can pay : twe dollars more to offset the cost of processing passport papers. | x * Currently the fee is one dollar for handling charges and a nine dollar fee for the passport which goes to the Fed- eral Government. The purpose of the new bill would permit State officials and county clerks to be paid three dollars for execution of a passport application. * * * Congressman Groros A. Don- introduced this measure in the House after it had been brought to his attention by Oak- land County Clerk, Lyrnw D. x * * The Oakland County Board of Super- visors passed a resolution supporting the Dondero Bill and urged passage of _ the measure. Should the Senate pass the bill it would mean a savings not only to Oak- land County but to all 3,071 counties in the United States. EDC Gets New Boost While the Berlin parley disappointed al] those who had hoped for German and Austrian settlements, it has had one cheering after effect. Britain's Labor Party now realizes that Mototov offered Europe nothing. In fact a'| the Continent could hope for was divorce from U. 8. protection and subservience to Moscow. , * * * The result is that a majority of the party now backs the stand of Anthony Eder and the Churchill government fa\oring inclusion of German troops in EDC. The London Daily Mirror, previously opposed to German rearmament, now stoutly argues that German participa- tion in EDC is the only sound course. . x * * . j In Washington there is considerable opinion that the French Assembly will take a similar view after digesting For- eign Minister Brnautt’s report on the the significance of ‘the change in British Labor Party sentiment. Polish Consulates Closed Secretary of State Duties will have. the support of public opinion for his order closing Communist Poland's three consulates in the United States. The note requesting this action went to. Poland's ambassador, Jozer W1n18- wicz in Washington. It pointed out that the consulates in New York, Chicago and Detroit served no useful purposes in U. S.-Polish relations. The note con- cluded with the request that consulate personnel be withdrawn within a rea- sonable period. Actually the order was not sur- prising. For some time Michigan “members of Congress have been complaining to the State Depart- ment that the Polish consulate in Detroit was a center of Com- munist propaganda activity. Thus the effect of Secretary DuLues’ orders is to close up three more suspect- ed operating bases for Communist - espionage agents. The People’s Business What Ike Means Advice on Jobless Benefits Interpreted 2 Ways Here By JACK I. GREEN LANSING (#)—What did President Eisenhower mean when he said unemployment compensation should be raised by the states so that the great majority of unemployed workers will get at least half of their regular earnings’ That statement has become one of the big political issues of the year—at least in Michigan. Labor says the President meant half the average wage. In Michigan, it says, the average a week. says the President meant halt pay. That, says, is about $70 a week. , Michigan law now provides benefits of $27 to a week at the maximum, $27 for the single earning more tharr $51 a week and $2 more for each dependent up to $35 Republican-sponsored Teahen bill in the Hl < gz fe ies tl i i : but that’s all they agree on. Gov. Williams vetoed a bill last year which would have provided the 26-week maximum. He argued it benefitted management greatly, but labor little. The benefit to management contained in the 1953 bill was the merit rating system, a new method of computing employer contributions. Labor opposes that again this year, claiming it will depreciate the $440,000.000 compensation fund. But its objections seem aimed more at finding trading stork The merit system would reduce the minimum employer centribtuien from 1 per cent of his payroll te one-tenth of 1 per cent—if he has a Some manufacturers object to this, claiming it , penalizes them for a high employment record during the war and necessary layoffs afterward. The big auto companies will benefit, labor says Management generally approves the plan because it can build up its fund reserves in good times, instead of being hit during depressions, as now . of just waiting for a recall to their old instead i jobs or a job referral from the State Employment Service.
