Supreme Court has ruled that it had no right to interfere with the system which gives none of the 159 counties, some very small, less than two unit votes and none, no matter how large, more than six. : a county’s unit votes go to/ the candidate polling a plurality of the popular vote. ° x * * Mayor Hartsfield of Atlanta, as a private citizen, has started action in Federal Court to invalidate the unfair voting rule. He contends that urban voters are being denied their civil rights by the unit system and that a civil rights law passed to put - teeth in a drive against discrimina- - tion ought to protect urban voters. State office holders and poli- ticlans are up in arms over the mayor’s action. They charge that he aims to destroy “the south- ern. way of life” and is “grovel- ling to the Negro bloc of voters.”. Mr. Hartsfield says he is fighting for a fairer distribution of state revenues and a fairer hearing for urban communities and voters.
