Vote on Civil Service for Police Pontiac’s Commissioners want an- other vote on this Civil Service for the police. The vote asking the referen- dum was unanimous. x * * Under the previous system, our City moved_ahead with a mini- mum of noise, confusion and loud shouting. But since we’ve had this particular Civil Service package, the corridors of the City Hall have echoed apd reverberated with calumny and hideous sounds. There have been charges and counter charges. There have been recriminations. There has been altogether too much chaos and just plain confusion. xk &k Civil Service seems to do great things for many employes in many occupations. But our type of Civil Service for a police force may be a horse of another color. Perhaps it isn’t adaptable. Perhaps it simply won’t work. And perhaps we had the wrong Civil Service set up. Other cities with the same deal as ours seem to be having trouble and re- grets. x * * After all, there may be a fun- damental difference between the administration of a police force and working conditions in an apiary, a foundry or a zoo. Cer- tainly the City of Pontiac has witnessed more dissatisfaction in in the Police Department than we had before by a wide, wide mar- gin. There's absolutely no argu- ment about this. NEVER has there been such a turmoil. NEVER has the place rocked on its foundation as it has under this setup. x « * The Press feels the City Commis- sioners have become convinced the citizens should be given an oppor- tunity to toss this one particular Civil Service into oblivion. Maybe that’s where it belongs. Maybe that’s where it should have been all the time. x *« * The motion was made by Commis- sioner WILLIAM DONALDson, former Mayor, and one of the closest stu- dents of Pontiac’s city government in the past decade. City Commissioner Rosert A. LANpry said: “Morale in the department has reached a new low and will continue to decline. Real discipline is now un- attainable.” * * * Commissioner JOHN DUGAN says, “It handcuffs the City Manager and ties our (the Commission’s) hands, too.” * * * We don’t need military setups in civilian life, but the police department must have certain organizational features that tend in this direction. Anything else might prove to be folly. * * * THEODORE CARLSON, Chairman of the Civil Service Commission said he would fight the repeal personally. Perhaps it would be more becoming for the Chairman of the Commission to assume a neutral position and a more judicial and impartial attitude. He has a personal oar in the puddle. They have a light truck and have been -pulling cars back into the highway, that have run off the roads between Pontiac and Rochester. They refuse to accept any pay for their work, saying only, “We're Boy Scouts.” Several people for whom they did the Good Samaritan act have phoned me about it. Also sought is the identity of the young man who stopped when the car of Mrs. Genevieve Breed of Clarkston skidded into the ditch on the Rochester Road. When he saw it was a female driver, he merely grunted, “Just like a woman,” and drove away. But the above four young men came to her rescue later. When his car got stuck in a drift on Cranbrook Road, Bert Liscom of Birmingham went for help. When he returned he found that somebody had unsuccessfully tried to get it out and took his top coat and ski boots. Many drivers are wasting gas- oline by carrying a few hundred pounds of slush and ice under their cars and on the roof, hood and rear deck, The wise driver doesn’t give it a ride any longer than absolutely necessary.
