Beall (R-Md). It is seeking to learn whether speculation played a part in price jumps to more than $1 @ pound. Sen. Alken (R-Vt) asked quick passage of a bill that would im- pose government supervision of trading and speculation in cof- fee. Aiken, chairman of the Senate Agriculture Committee, said in an interview the bill likely would go through on a calendar call, a pro- cedure by which the Senate passes bills without debate unless there is objection. The legislation would require the Commodity Exchange Authority, an Agriculture Department agen- | cy, to monitor trading in coffee | futures contracts. Spokesmen for coffee producers in Latin-American nations have said a poor crop and the operation of supply and demand caused the price jumps. They have called for action to counter any consumer boycotts of coffee. Beall said his special coffee probe aims at fostering friendly nations. “Development of the facts should do much to remove any misunder- standings,’ he said. . Pose as Customers, Steal $339 in Goods Three women posing as custom. ers Saturday afternoon walked off with $339.52 worth of women's ap- parel from a Pontiac dress shop, the store at 36 N. Perry St., told Miss Patricia Sweeney, Pontiac policewoman, a customer later re- ported that “three women had shoplifted the entire stock from one of the counters.” Police said clerks failed to stop the trio when seen leaving the store ‘with the merchandise, Forty-eight nylon nightgowns were reported missing. in Collision with 2 Cars A Rochester motorist who drove his car into two-other autos that were involved in a minor accident was hospitalized Sunday with head injuries, according to Rochester Frank Hoover, 29, of 316 E. The Russian in question is — - Yurt ALEXANDROVICH Raktovorov, ~ __.gecond secretary of Russia's ‘diplomatic . mission to Tokyo. Rastovorov disappeared on the where he had been summoned for “bungling” his espionage assignment in Japan. x*~ * * Russian officials in Tokyo immediate- ly charged that Rasrovorov was kid- naped by U.S. intelligence agents. There also were reports that the Russian had been taken to Okinawa where it is said ‘he told our authorities all he knows about Soviet espionage, and that, re- portedly, is plenty. : wee Our officials in Japan have made no comment on the kidnaping charge. But a high source revealed that Rasrovornov, apparently fearing he would be liqui- “dated, fled for.asylum to the protective arms of a special U.S. intelligence unit. se. & 4 -In Washington a parallel is seen between this case and that of . igor Gouzenko His flight in 1945 from the Russian embassy at Ottawa resulted in the smashing of a Soviet spy ring in. Canada. Russia didn’t sign the Japanese peace treaty. But that seems to have been no handicap as members of the Russian mission were permitted by the Japa- nese to go wherever they wish e .®&: &= While this undoubtedly made espio- nage work of the Russians much easier, it also seems to have aided Rastovorov in planning his breakaway. If develop- ments support the rumors that - Rastovorov fled to escape liquidation, it’s a safe guess that Russia never will _ withdraw its charge of kidnaping. Sewage Problem Acute At a meeting called by Oakland County Drain Commissioner Ratpu A. Marin, attention was directed to the serious and growing sewage problem in the area surrounding Pontiac. Discussion brought out the- fact that in Waterford Township alone more than 35,000 persons -are dependent on septic tanks and the problem daily is becom- ing more acute. x * * Other statements revealed that there have been complaints about pollution of.. Silver, Scott, Watkins and Elizabeth Lakes. According to Waterford Town- ship Supervisor LLoyp L. ANprrson, the - situation is bad and it’s getting worse fast. . To deal with the problem State officials suggest that Pontiac and surrounding townships build a second sewage plant on the Clin- ton River east of here. Such a suggestion just after Pontiac has enlarged its sewage plant at a cost of $800,000, isn’t as surprising as many may think. The truth is that capacity of the enlarged plant is only sufficient to take care of Pontiac’s peak demand. This problem is an inescapable result of the suburban area's rapid growth and the cost of solving it is part of the price of _ that growth. Certainly conditions . warrant co-operative study now to determine how best to provide Governor's ‘persistence, we cite his perennial demand for repeal of the so - : i . a the Legislature quite properly has re- fused to comply. The facts are not only that the Governor hopes to gain po- litical advantage by advocating repeal, but that the clause in question is im- portant to all taxpayers. x~ * * It enables the State to recover from the estates of OAA re- cip‘ents the amount paid them in direct relief. 'This is done without in any way penalizing such re- cipients during their lifetime. Recovery of this money plus the effect of the clause in persuading heirs of OAA eligibles to keep them off the re- lief rolls, reportedly has saved the State millions of dollars. Old Age Assistance payments are in-an entirely different catagory from Social Security benefits, which are a matter of right. * x * ‘Despite the Governor's argu- ments in favor of repeal, the fact remains that many persons would not contribute to the support of their needy parents if it weren't for this recovery clause. In the interests of taxpayers gen- erally, it seems to us the Legislature has no choice but to refuse again to repeal ‘this section of the act. "PEOPLE still like to read.
